Drugs syndicate receives combined 36 year sentence

Five men have been sentenced by Jersey's Royal Court for their roles in a drugs syndicate.

Ibrahim Roslan, Aaron Nursaw, Kyle Dawson, Jordan Barnett-Roberts and Michael Quinn have been sentenced to 36 years and six months, plus 456 hours of community service, for the part they each played in smuggling drugs into Jersey through the post.

They were arrested Jersey Customs and Immigration Service (JCIS) in an investigation dubbed 'Operation Elf' which involved the seizure of £270,000 worth of drugs.

All but one of the defendants were jailed.

  • Michael Quinn (23) from Jersey - 9 years and six months
  • Aaron Nursaw (32) from Wirral - 9 years
  • Kyle Dawson (28) from Jersey - 8 years and six months 
  • Jordan Barnett-Roberts (23) from Jersey - 456 hours of community service. 

June 2022 drug seizures as part of Operation Elf

A total of 692 grams of cocaine, 6 grams of ketamine and 4855 ecstasy tablets, were seized throughout the investigation, which involved co-ordination with police in Merseyside.

The first major drug bust took place on 30 June 2022, when JCIS officers intercepted and substituted a package from Liverpool addressed to Jordan Barnett-Roberts, which contained 185 grams of cocaine.

The 23-year old was seen driving to an address in St Lawrence, where he gave the fake package to Ibrahim Roslan, who was accompanied by Kyle Dawson as they headed into the property.

Officers then entered the building, where they found Roslan and Dawson trying to hide the substitute drugs in the gutter, before jumping off the balcony and hiding in a bush to avoid arrest.

These attempts were thwarted by JCIS teams and all three were arrested and later released while investigations continued. 

On 25 July 2023, JCIS officers intercepted a parcel to Michael Quinn's registered address containing 54 grams of cocaine and 2500 MDMA pills. 

The 23 year old was subsequently arrested. 

September - October 2023 drug seizures under Operation Elf

Further interceptions were then made over the following three months, with links to Ibrahim Roslan, including a parcel were drugs were smuggled in a 40th birthday gift box. 

The 35 year old was eventually arrested in Liverpool by County Lines Teams, who found 2000 ecstasy pills in his flat and forensic links connecting Roslan and Quinn to a previous seizure of cocaine. 

Nursaw was also arrested in Liverpool for his role in the operation and brought back to Jersey.

Operation Elf has also led to further convictions including Janice Mawdsley who received a 4 year sentence and Philip Delduca who received a 3 year and 10 month stretch in prison for drug smuggling. 

JCIS Senior Manager Luke Goddard said:

“The operation has resulted in the conviction of seven individuals, the seizure of over £270,000 worth of drugs, a substantial community service order and sentences totalling more than 44 years imprisonment.

"This is a significant result that has completely dismantled a drug syndicate targeting Jersey and demonstrates the professionalism of the officers involved.”

Detective Sergeant Carl Lynch from Merseyside Police’s County Lines Investigation team said:

“Today’s sentencing shows the success of working together with other agencies like JCIS to take county lines offenders off our streets.

"The arrests of Roslan and Nursaw in Liverpool supported the complex investigation and ensured they could no longer cause further harm to our communities."
